I don't know for sure why the damage may be reduced, but that's what I could find in Mega Man 8.

Simply buffing the damage is boring, adding additional functionality to it is much better. The damage issue comes up due to users saying that MMM's version of Flame Sword has weaker damage output than it had originally in MM8. Perhaps the feature was removed from Footholder to be reserved for a different enemy?
