These are questions you can ask Google, but I at least can tell you they are legal, in the same way that emulators are considered legal.

Yes. Think of it as a sandbox for running an operating system. The setting up a virtual machine, you will need to set aside some hard drive space for it. This space is used for the OS you will install, and is isolated from everything else on the computer. If the OS on the VM were to be infected with a virus, it would not spread outside of the VM.
"What happens in the Virtual Machine, stays in the Virtual Machine" ;) .

"Are they simple?"
This could be yes or no, depending on the VM host used, and what you plan on doing with it. There are perimeters that need to be configured for things such as sound, networking, secondary storage drives, etc.

"Are they good?"
If you have strong enough hardware, and you have a need to run software in a contained environment, then they are good to have. Another use is to troll those 'tech support' scammers without putting your computer or personal files at risk.

"Are they even legal?"
Yes. The Virtual Machine itself does not violate any laws or license agreements.
The law applies to it the same way as if it were a physically separate machine.
If you were to install a cracked (pirated) copy of Windows, that would be illegal.

Why does it seem like replied to topic like this before?

Thanks! Now that the questions are awnsered, it’s a discussion thread. Once I’m in a position where I can do so, I’m definitely gonna get a Win 98 VM, just because I wanna see what the heck it was like. Then, once I have my fun with that, I take the next logical step- XP.
