ROM hack engine?

I want to make an MM4 ROM hack, tweaking the scripts and not making mega man 4 so nightmarish. But how do I do it? The closest thing to a mega man game I can get is the legacy collections, but I can't glitch in there, much less hack an entire game. Is there a way I could get an MM4 emulator that allowed me to hack into it?
If you have any suggestions, please tell me!

This is what you need to hack the game. You'll also need a NES emulator (FCEUX is a pretty good one if your current emulator doesn't work.) You'll also need a MM4 ROM.

Man, just try lucky pants bingo and win benefit is the coverage. This website keeps it simple. It has the most popular games. I'm gonna give it a try soon.

Well, you could always rewrite the game from scratch in your own way using a game development software tool such as Game Maker Studio, CT Fusion, Stencyl, GDevelop, Construct, JumpCraft, etc.

Maybe perhaps the NES Maker might let you recreate some Mega Man games.... Whenever it becomes available?


Besides that, yea, you're pretty much limited to whatever utilities we have today, unfortunately. :-/

Considering you need a legit ROM anyway, the "build from scratch" thing seems logical.
